Actually that's not true .. In fact women can nominate two guys, and guys can nominate two girls.
The problem is that this year, boys tend to break the game's rules (mostly by revealing their secrets), resulting in their nomination out of hand. Because of that, girls can practically always nominate only one guy each 2 weeks. :]

To be honest, I actually like the idea of the show (with secrets and stuff). I only find it unfair that woman always can nominate ONE guy, and guys can nominate TWO girls :|. (from Wiki)
