外銀抽資　中國面臨新金融危機
【新唐人2009年1月7日訊】瑞士最大銀行瑞銀(UBS)，上週折價拋售了手中持有的所有中國銀行股票，這是首次出現海外投資者退出中資銀行的情況。有分析認為，這預示其他外資銀行也可能進行類似的減持﹔旅美的中國經濟專家程曉農認為，引發外資銀行撤資的原因之一，是來自中共政府不恰當的干預。 瑞士銀行(UBS)在上週12月31號，也就是中國銀行股權禁售期滿當天，將所持34億股中國銀行(BoC) H股，以折讓價出售給機構投資者，當代中國研究雜誌主編、經濟學家程曉農表示，此舉將會引發多大骨牌效應現在還無法判斷，不過他分析造成外資銀行撤資的一個很主要的原因是，中共當局開始拉銀行做救經濟的墊背。 程曉農：「（中共）這種做法很顯然造成外資銀行巨大的投資風險，可能中國的銀行為了救經濟而把大量的資金投入到不可能營利的，或者是不該投資的地方去，外資銀行可能就被迫要承擔這樣的投資，所以對這些銀行而言，現在開始考慮某種程度上的撤資是有它的道理。」 程曉農認為，瑞士銀行這次將所持的中國銀行股拋掉後，可能會影響香港及大陸的金融股進一步下跌，而中國的銀行夢想通過圈外資來緩解壞帳危機，如今看來不但基本破滅，還將帶來中國新的金融危機。 程曉農：「從此以後，不會有太多的外資還願意給中國的銀行投資，那麼這個時候，中國新的金融危機就在逐步的醞釀中。」 對於中共政府為了刺激經濟，將原來應該由政府財政負擔的開支，計劃由銀行承擔，程曉農指出，這種做法正說明，政府為了救自己的命，根本不在乎銀行的命。 程曉農：「政府為了維持經濟的基本上的運轉，拉動經濟，唯一能動用的資金就是銀行的資金，因為政府沒有錢以後只剩下銀行了，就是中國的國有銀行，從這個意義上來講，為了救政府的命，中國政府其實不在乎銀行的命。」 一些分析師認為，世界金融風暴後，許多外資銀行需要修復資產負債表，包括高盛(Goldman Sachs)、花旗集團(Citigroup)、德累斯頓 (Dresdner Bank)、淡馬錫(Temasek)和蘇格蘭皇家 (Royal Bank of Scotland)等西方銀行，有可能跟進瑞士銀行的作法，出售在2005年和2006年間，收購的中國各家銀行數十億美元的股份。 不過，中共政府目前對此類股份出售相當敏感﹔稍早前，《華爾街日報》和英國《金融時報》都曾報導，美國銀行(Bank of America) 原本有意出售所持有的價值31億美元中國建設銀行股份有限公司(China Construction Bank Corp.)的股份，卻在最後一刻因為中共政府的反對而放棄。 其他推薦: 神韻晚會－神韻藝術團全球巡演 http://...
